Add src/gold_clips/create_gold_clips.py to automate gold standard clip generation for ACR and CCR test methods. The script uses FFmpeg to create good/bad quality pairs with matched file sizes and supports parallel processing. Update docs/prep_acr.md and docs/prep_dcr.md to include step-by-step instructions for using create_gold_clips.py during test preparation.
