This is follow-up for #3046
nomulus Services will do traffic routing to pods based on "traffic" labels. This allow us to decouple traffic routing and pod management labels in the manifests. With this, we can start creating partial/canary Deployments that share the "traffic" label and are not tied to the "stable" Deployments.
