Envelope and payload specifications don't really make sense in the "Transport" category. They specify what data is sent, now how it's sent/how sending behaves. Though on a more foundational level than the concrete telemetry items in the Telemetry category. This PR moves them to their own "Envelopes" category under "Foundations".
