Fixes race where non---id could skip locally-completed items due to last-push pre-filter. Changes: serialize push runs with a per-repo file lock, improve pre-filter to include locally-updated items, ensure --id bypasses pre-filter, and add integration test. Associated work item: WL-0MPD4WCZ30036UMO.
