feat(simulators): add native simulator creation flow for iOS and Android

Summary

• Add a native-backed New Simulator flow in the menu with an iOS/Android switcher and macOS-style modal controls
• Support creating iOS simulators, paired Apple Watch simulators, and Android emulators from the same API path
• Auto-boot newly created simulators and keep the newly created device selected in the UI
• Surface booted simulators first in device lists
• Update API docs for the expanded create flow and options endpoint

Testing

• Ran Rust and client builds/type checks successfully
• Validated the updated simulator creation options and modal flow in the local browser UI
• Confirmed the device list ordering and post-create selection behavior during local verification
