BI-2844 - Update frontend germplasm import template download link

This PR updates the frontend germplasm import template download link for BI-2844.

The change replaces the hard-coded germplasm import template URL on the germplasm import page so that it points to the latest approved Dropbox template file (v12) instead of the older v11 file.

This PR preserves the direct-download behavior for the template link by using the Dropbox direct-download format.

No backend logic is changed in this PR. This is a frontend-only update so users downloading the germplasm import template from the import workflow receive the current approved file format and guidance.

It looks like we need to update the settings on the dropbox shared link because it asked me to login to dropbox but the file should be downloadable by anyone with the link.

Updated the link and corrected the permissions for the dropbox link. Please review.
