auto-sync reverts local changes

Delete a bookmark in the bookmarks toolbar, wait for auto-sync to run, it is reverted.

The delete revert issue appears to be fixed now — deleting bookmarks works and stays deleted.

However, moving/reordering bookmarks is still being reverted by auto-sync. Specifically:

• Deleted a lot of bookmarks → all took correctly
• Moved some bookmarks around → those moves got reverted

This suggests the locallyModifiedBookmarkIds tracking or the reorderLocalToMatchCloud() skip logic may not be working correctly for move operations in all cases.
