Group actions form fields in fieldsets by kind

Observed

• On action forms, all available args and options are listed
• There can therefore be many fields to display in form, especially when Ability to use global flags when executing actions from UI #116 lands (which bring more options)
  • arguments
  • options
  • runtime options
  • persistent global options

Expected

• Would be great to group fields by type in fieldset
• Most fieldsets could appear closed by default
• The only fieldset open by default could be args fields
