Need native support for `Rhumb` and `RhumbLine`

Please increase native support for RhumbSolve in the python.
This is very important for sea and air route calculations.
@ammathis has trid the Cpython way to add.

The following from geographiclib/wrapper/README.md summarizes the situation:

Although the geodesic capabilities of GeographicLib have been implemented natively in several languages. There are no plans to do the same for its other capabilities since this leads to a large continuing obligation for maintenance and documentation.

So I won't be implementing Rhumb or RhumbLine in python anytime soon (if ever). Sorry!

I will note that you can use the results in my papers On auxiliary latitudes and The area of rhumb polygons to implement the basic rhumb line calculations quite easily (the area calculations are more troublesome).

If you have questions about these papers, I'll be happy to answer them. But I'll leave the coding to you.

I have a rough idea of what you explained. Next I'll try to write my own code to call the library functions.

By the way, I notice that this repo (pygeofun) gives a simple example of wrappering RhumbLine in python.
Maybe this will help those who have the same question as me.
