Catch create repo file running too quickly

When uploading the readme after creating a teacher or grader repository, it seems like it might be possible for the file upload to throw 404. Consider catching the error, waiting a second, and retrying

This error has only occurred once so far, so it seems to be a very rare issue. This issue will be looked into if the error happens again
