Lint clean + enforce in CI

## Scope

- Run language-standard linter (clippy / eslint / ruff / etc.) and resolve all warnings
- Run formatter and commit the result as a single mechanical commit
- Ensure lint + format run in CI and fail the build on regression
- Document the lint/format commands in CONTRIBUTING
