Make a list of language features for the language specification

Currently the documentation is mostly missing / greatly incomplete.

We should get a proper documentation done as follows:

• For each major feature, I describe all the technical details
• We run through it with the team in our team meetings
• If everything is clear, someone turns it into a nice public human-readable text
