Get all csvs / gpgk / parquet files from a run that were produced in s3

• might need to translate parquet files into csv's

• GET: project_id/download/lcg

• GET: project_id/download/hydrograph-manipulation

• GET: project_id/download/eurotop-full

• GET: project_id/download/eurotop-consequence-input

• GET: project_id/download/config (inputs from the ui for storm-sim in json from s3 bucket)
