CHIPIR: commission new jaws

CHIPIR is getting a chonky new jawset installed during summer shutdown.

• Galil controlled
• Replacing existing galil controlled jaws
• Has encoders
• Has limit switches (including limit switched for anti-clash).
• Has thermocouples on motors to detect overheating or stalls

Commission it.

Acceptance criteria

• Jaws commissioned
• Superlogics IOC configured to read thermocouples associated with jaws, or new ticket spun out (thermocouple modules are an 8018R thermocouple input module and 8520 RS232/485 converter module)
